Michael Hellstrom is LIUNA Vice President and Eastern Regional Manager, a position he assumed in November 2022. A second-generation Union Laborer, Hellstrom joined LIUNA in 1984 working at the craft for what is now Laborers Local 79 – New York City. He later served the local union as an organizer and helped implement some of the union’s largest and most successful campaigns. In 1998, Hellstrom was tapped to run Laborers Local 108 serving solid waste, scrap metal, and general industry workers in the Greater New York City Region. Prior to his recent appointment as vice president and Eastern Region Manager, Hellstrom served as assistant to the business manager and then business manager of the 17,000-member Mason Tenders District Council of Greater New York and Long Island (MTDC). Tireless in his approach and unwavering in his commitment to LIUNA, Mike Hellstrom believes unions are instrumental in setting and protecting workplace standards, developing the safe and productive workforce needed by employers, and strengthening communities through the creation of stable, middle-class careers in the industries LIUNA represents.
Robert Keogh

Robert Keogh “Bob” retired February 2022 as administrator of the Sheet Metal Workers Local Union17 Trust Funds. He served as administrator from March 1999 through retirement. As administrator Bob worked with multiple Boards of Trustees. Managed the funds office, collection and distribution of employer contributions, welfare and retirement benefit designs, provider and investor reviews, member/employer support.
1980 Bob graduated Peabody Veterans Memorial High School.
July 1980, Bob entered a four-year apprenticeship program with Sheet Metal Workers Local Union 17, he graduated the program July 1984. As a third-year apprentice he oversaw small to mid-size projects. Between 1984 to 1998 Bob’s employer promoted him from supervisor to general supervisor, managing large construction projects.
1988 the local seventeen members elected Bob Trust Fund Trustee and Local 17 Union General Fund Trustee; he served as Trustee on Trust Funds from 1986 through 2000.
2003 Bob helped design and negotiate the Sheet Metal Workers Local 17 Supplemental Pension. This defined benefit pension plan has been a remarkable success for Local 17. The plan remains well-funded and adds additional retirement security for members.
From 2014 through 2022 Bob served as Trustee of the Sheet Metal Workers Local Union Council Pension Plan. This was a great honor; Bob is the only non-business manager ever appointed to a national trust fund.
Bob married his wife Ruth in 1986, and they have two beautiful daughters Samantha and Glenna. We are fortunate, they are healthy, happy, successful independent women.
Bob retired at age 60. He enjoys boating, golfing, and traveling with Ruth and his daughters. He spends summers in South Boston and winters in Fort Myers Beach.
Bob volunteers as a trustee on the local yacht board, his Boston home condominium board, his Florida home condominium board, and the local seventeen pension fund board. He remains an advisor to the local seventeen insurance fund board.
Jack Kocsis, Jr.

Jack Kocsis, Jr. is Chief Executive Officer of the Associated Construction Contractors of New Jersey (ACCNJ). ACCNJ represents contractor members engaged in commercial, institutional and industrial building construction, and heavy, highway, marine, site development and utility construction.
For more than 35 years, Jack has led the Association and has been directly involved in labor negotiations and jurisdiction settlement proceedings statewide with the general construction trades. He serves on a variety of labor/management boards and committees, including the New Jersey Laborers’-Employers’ Cooperation and Education Trust (LECET), the Carpenter Contractor Trust (CCT), the Engineers Labor-Employer Cooperative (ELEC) and the Bricklayers Labor Management Fund. Jack is co-chair of the New Jersey Building Laborers Statewide Benefit Funds and the Construction Craft Laborers Training and Apprenticeship Fund of New Jersey and Delaware, co-chair of the benefit funds of the Eastern Atlantic States Regional Council of Carpenters, co-chair of the Ironworkers District Council (Philadelphia & Vicinity) and co-chair of the Heavy and General Laborers. He also serves as a management trustee on numerous union fringe benefit funds.
Jack is active in public policy initiatives and governmental affairs. He formerly served as director on the New Jersey Economic Development Authority Board and the New Jersey School Construction Corporation Board. Recognized as a leader in the New Jersey construction industry, Jack currently serves as treasurer of the New Jersey Infrastructure Bank, a member of the New Jersey Transportation Trust Fund Authority, and is a member of the Moles.
Jim Kottage

Mr. Kottage brings over 23 years of experience as a member of the International Association of Fire Fighters. Mr. Kottage represented Local 825 as President and Secretary/Treasurer, as well as District VP and Trustee for the UPFFA of Connecticut. He also served for many years as Trustee and Chairman for the New Haven Police and Fire Pension Fund. He currently volunteers for Linens of Love, Walter Camp Football Foundation and Porcini International.
Frank Spencer

Frank Spencer’s career spans over four decades as a carpenter, union officer, community activist, and elected official.
Frank has held local, council, regional, and national leadership positions within the United Brotherhood of Carpenters (UBC). He served as UBC General Vice President from 2010, second General Vice President, Eastern District Vice President, and Executive Secretary-Treasurer of the New Jersey Regional Council of Carpenters.
Frank retired from the UBC General Vice President position in June, 2023 and became the CEO of Level Care Pharmacy, the pharmacy benefits manager (PBM) created to benefit union carpenters.
Mayor John Agenbroad

Mayor John Agenbroad brings over 30 years of experience as a trustee, board member, and executive chair to various pension boards and labor councils including National Pension Fund GCC/IBT, Inter Local Pension Fund of Teamsters, Cincinnati ALF-CIO Labor Council, and Dayton AFL-CIO. Mayor Agenbroad has been the Mayor of Springboro, Ohio for 26 years, and also serves as a member of the Springboro Planning Commission, Finance Committee, Legal Committee, and Strategic Planning Committee. He is currently Executive Director for Warren County Ohio for Veterans Services overseeing 31 full time employees and 50,000 veterans and spouses countywide. He is also Chairman of the Warren County Suicide Coalition helping veterans and their families deal with this most important issue. Mayor Agenbroad is a retired Marine and a Purple Heart recipient who now serves as State Commander and State Finance Officer of the Military Order of the Purple Heart.
Frederick J. Bailey

Appointed in 2016, Frederick J. Bailey currently serves as a citizen Trustee and Chairman of the Investment Committee for the City of Savannah Employees Retirement Plan. In this capacity he and his fellow Trustees manage and administer the City of Savannah’s $500MM defined benefit pension assets which covers all 4K active and retired uniformed and general employees.
In addition to serving on the Pension Board, Mr. Bailey was recently elected Board Secretary of the Georgia Association of Public Pension Trustees, an organization dedicated to educating public pension trustees on fiduciary and investment subjects. He also has earned the Certified Retirement Plan Fiduciary (CRPF) designation.
Mr. Bailey has over 43 years of institutional capital markets experience. He was MD/Global Head of Sales at the Bank Of New York Mellon’s broker/dealer affiliate and MD/Fixed Income Portfolio management at UBS PaineWebber. He has built relationships and executed transactions with over 200 institutional investors including The City and State of NY, The City of Los Angles, The State of California and over 40 other states or state authorities.
He has spoken on pension and capital markets topics at industry forums including the National Association of State Treasurers, GFOA, Opal Public Funds, the Southeastern Markets Group, GAPPT and IHS Markets. He previously held FINRA licenses Series 7, 63, 24 and 53. He currently serves as the Head of Institutional Relations for Glancy, Prongay & Murray a Los Angeles based securities and antitrust litigation law firm.
Frederick began his career in public service as an elected alderman and City Council President in Burlington, Vermont. He served during the tenure of Mayor Bernard Sanders and assisted in making Burlington one of the most livable cities in America as rated by Kiplingers in 2013.
He graduated from the University of New Hampshire with a BA in political science and was a 4 year letterman on the Wildcat varsity tennis team that won 2 Yankee conference championships.
Warren A. Henderson

Mr. Henderson is the founder and managing partner of Mosaic, a global consulting firm that identifies high potential, emerging alternative asset management and securities brokerage organizations and works with them to gain institutional business. Mosaic serves institutional investors by bringing new, innovative alternative investment managers and high potential securities brokers into the marketplace that provide new capacity, and by working with institutional investors to help them access these types of organizations. Before Mosaic, Mr. Henderson spent eight years as a Senior Principal of State Street Global Advisors where he was head of the Public Funds, Taft-Hartley and Health Care marketing group.
John Jarger

John Jarger brings 42 years of experience as a member of the United Brotherhood of Carpenters and Joiners of America. Additionally, he has spent 30 years serving as a Representative of the Mid-America Carpenters Regional Council, most recently as the Director of Operations. As an active board member, Mr. Jarger has held various positions with the Metropolitan Builders Association of Greater Milwaukee, The Pro Loan Bond Fund, and the Building Trades United Pension Trust Fund in Wisconsin. He currently serves as a Trustee to his local Health Fund and two Pension Funds. Mr. Jarger has found sources of capital to complete the financing for 28 construction and retrofit real estate development projects with an aggregate total development cost of over $1 billion dollars. Mr. Jarger received his BA in Accounting and MBA in Finance from Dominican University.
Jacques Loveall

Jacques Loveall is President of UFCW 8-Golden State and Chairman of the UFCW TRUST, serving 125,000 participants, dependents and retirees of pension and healthcare benefit funds covering the Food and Drug Industries.
He is Vice President of the 1.3 million-member United Food and Commercial Workers International Union and Vice President of the 2.1 million-member California Labor Federation.
Loveall is on the Board of America’s Agenda: Healthcare for All working to shape health care reform policies to contain growth in health costs and guarantee affordable, high quality care to every American.
As the Chairman of the Joint Health Initiatives Committee, he developed and launched initiatives such as the Union Family Care and Wellness Centers to improve health care outcomes and reduce the spiraling costs of healthcare for working people and their families. In addition, he founded the Trusted Health Options Infrastructure Fund, an investment fund focused on Taft-Hartley trust fund ownership of healthcare services and related companies.
He established CORPaTH, an international alliance of pension trustees, consultants, asset managers, administrators, elected officials and other stakeholders committed to secure retirements. CORPaTH is focused on promoting, protecting and perpetuating defined benefit pensions.
Loveall is Chairman of the Loveall Foundation for Children, dedicated to helping underprivileged, abused and children with special needs achieve their full potential.
Bud McCourt

James P. “Bud” McCourt, a long-time resident of Massachusetts began his career with Asbestos Workers Local 6, Boston, MA as an apprentice in 1976. He received his mechanic’s card four years later in 1980. His leadership abilities led to his election as local union President, a position he held from 1985 to 1987. He also served as Business Agent for his local union prior to his election to the top position as Business Manager. From 1985 to 1997, he served as a trustee on the Local 6 Health and Welfare and Pension boards. Mr. McCourt was elected by the delegates at the Union’s 1997 General Convention to serve as International Vice President of the New York-New England States Conference. In 2001, Mr. McCourt was elected by the General Executive Board to serve as General Secretary-Treasurer. He also served as a trustee on the Heat & Frost Insulators Staff and Local Union Officers’ Pension Plans from 2001 to 2007. He then served as a trustee on the National Asbestos Workers Pension and Medical Plans from 2008 to 2020. Upon the retirement of General President James A. Grogan in 2015, Mr. McCourt was elected by the General Executive Board to the position of General President. He officially retired in 2020
Joseph Nolan

Joseph R. Nolan Jr. is the Chief Executive Officer of Eversource Energy, responsible for overseeing Eversource Energy’s Customer Care and Corporate Relations organizations. This includes regulatory relations at the local, state and federal levels; communication services; media relations; community relations, customer service operations and strategy; and energy efficiency programs. In 2015, Joe also led the company’s comprehensive brand change strategy and three-state rollout, bringing six operating companies together as one customer-facing brand: Eversource.
Joe joined Eversource in 1985 and served in various customer service and government affairs positions before becoming vice president of government affairs in 1999. In this role, Joe was instrumental in obtaining support for company policies and positions from the state legislature, federal agencies and the Massachusetts Department of Telecommunications and Energy.
Joe has also served as vice president of Government Affairs, where he successfully directed the internal and external communications of electric restructuring and the sale of generating plants. After, he was responsible for all customer service in addition to Corporate Relations as senior vice president, Customer & Corporate Relations.
In addition to his Eversource responsibilities, Joe serves on the boards of directors of the New England Council, Boston Children’s Hospital Trust, Sancta Maria Nursing Facility, the Francis Ouimet Scholarship Fund and the Camp Harbor View Foundation and the advisory board of Intercontinental Real Estate Corporation. Joe is also active in the communications and government relations committees of the Edison Electric Institute and the American Gas Association.
Joe holds a master’s degree in business administration from the Carroll School of Management at Boston College, and a bachelor’s degree in communications from Boston College. Joe and his wife Therese reside in Belmont, Massachusetts, with their four daughters Olivia, Hannah, Isabelle and Claudia.
Thomas P. O’Neill, III

Mr. O’Neill is the Chairman of O’Neill & Associates, a large government relations and public affairs firm. Mr. O’Neill is the former Lieutenant Governor of Massachusetts and a member of the Board of Trustees of Boston College.
Andris J. Silins
Board Member
Andris J. Silins has been a member of the United Brotherhood of Carpenters and Joiners of America since 1968. He first joined Local 67 in Boston, MA after serving with the Marines in Vietnam. He served as the Boston Councils general agent starting in 1979 and was elected the council president in 1989. He was elected to the General Executive Board for the McCarron team in 1995.
Andy served as General Secretary-Treasurer of the UBC until he retired in 2019. As General Secretary-Treasurer of the UBC he coordinated the financial and administrative operations of the union. He also served as the Labor Chair for INSTALL and with the Interior Systems Labor-Management Committee. In addition to his responsibilities with the UBC, Andy has served as chairman and trustee for a number of union-related funds. He serves as treasurer of the Massachusetts Housing Finance Agency Board and as chairman of that agency’s retirement fund.
Andy grew up in the Jamaica Plain section of Boston. He received a bachelor’s degree in labor relations from the University of Massachusetts 1985.
He has been married to his wife Diane for 40 years. He and Diane have a son, Jake. Andy and Diane reside on Cape Cod.
Kevin P. Stringer

Mr. Stringer is the General Secretary Treasurer emeritus for the International Union of Elevator Construction (IUEC) and a retired member of IUEC Local 1, New York/New Jersey. Mr. Stringer’s career in the elevator industry began in 1965. Currently, Mr. Stringer serves as a Union Plus Trustee for the AFL-CIO, an Advisory Board member for the Made In America Conference, and an Appointed IUEC liaison for the Global Conferences on Labor.
